Louise Carter was born July 28, 1923 in Orlando, Florida.
Louise was the oldest of 11 children born to the late Elder Emanuel Harris and the late Rosa Gainous Harris.
Louise attended kindergarten in Greensboro, Florida, Washington Elementary School in Steubenville, Ohio and Alliance, Ohio. She graduated from Steubenville High School “Big Red” in 1941. After high school, she completed Steubenville Business College and went to Washington, D.C. in 1942.
Louise married Willard D. Mayo in Tuskegee, Alabama. To this union three children were born: Jacqueline Marie Mayo Johnson, Willard Dwight Mayo, and Sandra Diane Mayo Hemphill. She was employed by the Federal Government’s Department of the Interior until 1945 when she returned to Steubenville for nine years to raise her family.
In 1954, she moved to Columbus, Ohio, continuing employment with the government at Defense Supply Center, DCSC. During this period of time, she met and married Edward L. Carter, who brought a daughter to this union.
Louise retired from DCSC on January 2, 1981 after 30 years of service. She was also a licensed realtor for 10 years after her retirement.
Louise gave her life to Christ at the age of 11, after which she received the Holy Ghost and continued to walk with Him until her demise. She was active at Emmanuel COGIC in Steubenville, Ohio and Mt. Zion COGIC. She worked in the Sunday School Department, sang in the choir, served on the usher board, and served as the secretary for 52 years before retiring at the age of 85 due to health reasons.
Louise is preceded in death by her parents; husband, Edward Carter; son, Willard Dwight Mayo; sisters, Elvira Shropshire and Mary Lou Brown; and brothers, Henry Tyrone Harris and Moses Harris.
Louise is survived by her loving children, Jacqueline Johnson of Columbus, Ohio and Sandra (Lewis) Hemphill of Dallas, Texas; step children, Fannie (Wookie) Moran, Gerry and Pat Mayo; sisters, Martha Ellis of Charlotte of North Carolina, Beatrice Bridges and Rosa Price both of Columbus, Ohio; brothers, Supertindent James Harris of Fruitland Park, Florida, Bishop Emanuel Harris of Miami Florida, and John T. Harris of Columbus, Ohio; 19 grandchildren, a host of great grandchildren, and great-great grandchildren, nieces, and nephews.
Visitation 11:00am and Funeral 12:00pm Monday, June 18, 2018 at Mt. Zion COGIC, 1466 Atcheson St.
Interment at Union Cemetery.

RESOLUTION
DATE: JUNE 18, 2018 FOR: MOTHER LOUISE CARTER
Our hearts go out to the Carter family and all who have been touch by Mother Louise Carter’s life and certainly to the Hemphill family. Our Church was blessed by Mother Carter’s coming to be with the Hemphill family and with us for the past 30 plus years. She became a part of the Victory Temple family. We were blessed by her stately presence, by her testimonies, her words of wisdom and encouragement to the young people and Church in general. She always admonished us to stay with the Lord.
A saint of God has gone on to be with the Lord. We will miss he,r as we know you will even more. Mother Louise Carter, a blessed woman of God as the scripture says: “Blessed are the dead who die in the Lord from henceforth: yea, saith the Spirit, that they may rest from their labors; for their works follow with them.” We are encouraged as should you be, by her extraordinary labor and longevity of service to the Lord—most of her life. Her love for the Lord should uplift your hearts today and for years to come as you reflect on her life. What a legacy she has left to this family—one of diligent service to the Lord. Now she has been called to her eternal rest and as the scripture says her works will follow with her.
Many of you perhaps, most of you, have had the opportunity to know Mother Carter intimately, in one capacity or another. Right now it may be difficult to imagine life without her, but her God/your God will give you strength, courage, fortitude thru what God has allowed. Hopefully, you will gain strength from your very own personal relationship with her that each of you may have shared. Think on the guidance, encouragement, the conversations, her testimonies, the Lord’s word that she may have share with you.
Remember, the Hebrews 4:15-16 scriptures: “For we have not an high priest that cannot be touched with the feeling of our infirmities, but was in all points tempted like as we are, yet without sin. Let us therefore come boldly unto the throne of grace, that we may obtain mercy, and find grace to help in time of need.”
Victory Temple COGIC wants to say to the Carter family and certainly to Elder Lewis and Missionary Sandra Hemphill and family that our prayers will continue for you as they have during Mother Carter’s health struggles. Our continued prayer is that God will comfort your hearts and bless you with his peace.

To the family of Louise. She was one of the dearest patients my husband, Don Eliot, had in his practice. I always looked forward to her coming for a hearing recheck, to listen to her stories and to remark on her very stylish clothing. I am wondering if her son is still in Pittsburgh. That’s my hometown!! Her photo on this website is absolutely gorgeous. Louise will be the stylist of all the angels in heaven and they will wear hats like no other angels. God be with you. Jill Eliot

What a wonderful lady. Thank you for being a friend of my mother in law, Marie Zellers, and thank you so much for helping my step son, Ben, get a job. I’m sorry I didn’t visit you more often but I hope to see you again in heaven.
To the family of Louise, you have my condolences in your loss. At 1 Corinthians 15:26 it tells us “And the last enemy, death, is to be brought to nothing.” However, because of God’s loving kindness he provided Jesus Christ as a ransom sacrifice to rescue us from sin and death! (John 3:16) You have God’s promise that Louise will live again. (Acts 24:15)
